I would like to put a timer on my kids computer access. Does anyone know how?

They have to sign in to their account to play, but I am tired of all the fighting about how long, whose turn, etc. I have seen the public library use a timer on their computers, and I want to do the same at home. Thank you all for any help on this problem.
